Abstract
The present paper focuses on certain speeches of the martyred leader of the Islamic Republic of Iran, Ayatollah Sayyid Ali Khamenei within the time-span of 1393-2404 Sh/ 2014-2025. It becomes evident that the Arbaeen rituals were not merely concerned with mourning, rather, they provide a ground for developing a new culture for the world. There are various noticeable elements: 1. Identity, 2. Politics and culture, 3. Civilization, snd 4. Active social performance. It proves that the Arbaeen is regarded as a Shii socio-religious context for the upcoming Shii culture and civilization, leading to active opposition against world oppressors and superpowers.
